Situations, State Mining and Industrial Supervision Department

This Regulatory Authority is a subdivision of the Emergency Response Agency of RoK. GGTN is responsible for the safety and structural integrity of the Industrial (mechanical) equipment.
GGTN Permit to Use is required for potentially hazardous equipment or systems.
GGTN review is required prior obtaining the Permit to construct from the Committee for Construction.
GGTN issues Permit to Manufacture, Test and Use of (including foreign) technologies, technical devices and materials used at Hazardous Facilities.
GGTN acts as the main Authority during the process of signing of the Integrated Test Act. This act is endorsed by the representative of the local branch of GGTN, that’s why it is important to inform this subdivision of GGTN of the project execution status on continuous basis. GGTN inspector has to visit Construction Site prior to the start-up and commissioning phase in order to ensure that approved technology was followed.
Local branch of GGTN gives recommendations on all applications for Land Allocation (they are a member of the Committee for Land Allocation).
A GGTN Permit to Use of “Hazardous Equipment” is also required. The purpose of the Permit is to confirm that potentially hazardous equipment, technical devise, materials or systems including equipment of foreign manufacture meet industrial Safety Standards and is safe to operate. Normally GGTN will review a system rather than individual equipment items, i.e. Oil / gas Separation Systems, Oil Export Systems etc. Generally the term “Hazardous” applies to the following:
• Cranes or any Lifting Equipment with a Safe Working Load greater than 10 Tones
• Boilers
• Pressure Vessels
• Major Rotating Equipment (Compressors, Pumps, etc.)
To agree GGTN’s requirements for Permits, an Equipment List shall be submitted for review and marked up by GGTN. Generally the information required is that provided with the Technical Passports plus the following:
• Manufacturer Company Profile
• Manufacturing certification accreditation (ISO 9000, API Q1, etc.)
• Customer List
• Certificate of Origin
• Details of Training
